Why should it? If you buy something if it is defective or does not do what the seller, you agree to pay the amount. Partial payment can cost much more if the seller decides to settle the case in small claims court.

Not without the prior consent of the creditor. Or in connection with a Chapter 13 bankruptcy in the United States.

A portion of the payment - the word itself suggests that a comprehensive review is not paid under the contract / agreement. Waived unless the creditor, or agrees to remove the "payment" and discharge you, the payment of a partial payment of examination fee and their liability is reduced action (hold, depending on such factors as the type and form of interest on credit and capital markets , etc..)
